Judgment and reasons were given orally in this matter on 23 October 2025 with the written judgment being prepared the same day. I was notified of the request for written reasons on 19 January 2026. I have prepared these written reasons at the earliest available opportunity having regard to pre-existing professional commitments. Format of the hearing 3.
